Clumsy Flyer

For some reason (such as weak wing muscles, inattentiveness, or lack of practice), your ability to fly is less than what it ought to be.

Prerequisite:
Fly speed, with a maneuverability of Poor or greater.
Effect:
Your maneuverability is one place worse than what it would normally be. (Perfect; Good; Average; Poor; Clumsy — minimum of Clumsy.)
